RJMEC Briefing to the United Nations Security Council on South Sudan on 6 August 2026

The document is a statement by H.E. Amb. Maj. Gen. George Aggrey Owinow (rtd), the Interim Chairperson of the Reconstituted Joint Monitoring and Evaluation Commission (RJMEC), delivered to the United Nations Security Council on August 6, 2026. It addresses the status of implementation of the Revitalised Agreement on the Resolution of Conflict in South Sudan (R-ARCSS). The statement notes that progress has been significantly hindered by a political and security impasse, which has led to diminished inclusivity within the Revitalised Transitional Government of National Unity (RTGoNU) and violations of the ceasefire. The RTGoNU has made amendments to key provisions of the R-ARCSS without due process, impacting preparations for the upcoming elections scheduled for December 2026.
